About us.
Keystone Polygraph Training is an entity who provides polygraph instruction to obtain certification in Post Conviction Sex Offender Testing (PCSOT). This training also provides 40 hours of continuing education credits for maintaining your polygraph certification. This training is approved by the American Polygraph Association.
If you are a current law enforcement examiner and are conducting polygraph examinations of sex offenders, this training is extremely beneficial. Polygraph examiners may be conducting Internet Crimes Against Children (ICAC) polygraph examinations, conducting sex offense investigations and conducting pre-employment polygraph examinations on law enforcement candidates. This training is valuable for current law enforcement conducting these examinations as it provides insight into these unique offenders and how to conduct comprehensive interviews to bring cases to conclusion.

Our Team
Our team is made up of experienced polygraph examiners who are working in the field conducting PCSOT examinations. The examiners possess years of experience and have significant training and work experience in the investigation of sex crimes. Our psychology instructor is a current therapist and has years of experience and still treats sexual offenders.

Degrees in Criminal Justice/Forensic Investigation; graduated from the Pennsylvania State Police/HACC Polygraph Institute at the Northeast Counterdrug Training Center in 2002; Police Polygraphist from 2002 – 2008 with West Manchester Township Police Department, York, PA; Special County Detective with York County Forensic Investigative Unit 2000 – 2008; Active private polygraph examiner; Professor of Criminal Justice at Harrisburg Area Community College since 2007; member of American Association of Police Polygraphists, American Polygraph Association, International Association of Identification, Alabama Association of Polygraph Examiners, American Society for Testing and Materials, and Mid-Atlantic Police Polygraph Cooperative (President 2022 to 2024); holds APA’s “Specialized Sex Offender Testing” Certification; Speaker at numerous state, regional and national seminars on topics including Quality Control, PCSOT, Test Data Analysis, Directed Lie Comparisons, Relevant Question Construction, Probable Lie Comparisons, Directed Lie Screening Test, Federal Testing Techniques, Utah Testing Techniques, ESS-M; Conducted over 5000 criminal, pre-employment and PCSOT polygraph examinations; Performed quality control of over 4000 polygraph examinations; Teaches all PDD topics.

Rob Soop
Senior Instructor
Senior Instructor Northeast Counterdrug Training Center Polygraph Institute (NCTC) PCSOT Instructor – M.S. Administration of Justice. – Primary Instructor at the NCTC Polygraph Training Center. Retired law enforcement examiner. Thirty-three-year law enforcement veteran with 12 years with a local police department and 21 years with the PA Office of Attorney General. Twenty years of experience in the Child Predator Unit and as a Supervisory Special Agent of the Cell phone and Computer Forensics Unit.
Extensive experience in the investigation and prosecution of child sex offenders and child pornography offenders. Extensive interview experience.
Rob has conducted over 1,000 PCSOT examinations during the past five years. Rob also provides instruction at NCTC for the ICAC polygraph testing.

Clay Rundell
Psychology Instructor
Clay Rundell currently is currently a licensed therapist and an administrator of an outpatient mental health agency which provides specialized services. Clay has been working with individuals who have engaged in problem sexual behavior for 21 years. The modalities of treatment have been individual and group therapy.
Clay graduated from Millersville University in 1997 with a bachelor’s degree in psychology and from Towson University in 1999 with a master’s degree in clinical psychology. Since graduating from graduate school, Clay became a Certified Sexual Offender Treatment Specialist in 2005. In addition, Clay is a clinical member of ATSA (Association for the Treatment & Prevention of Sexual Abuse) and later became a Certified Trauma Focus – Cognitive Behavioral Therapist.
